The Regie’s chairman and general manager, Eng. Nassif Seklaoui, honored the employees of the Human Resources Department, with special recognition given to Head of Payment Office Tony Baradhi, Head of Attendance Office Mirna Mneimneh, Head of Human Resources Office Manale Hobeika, Head of Social Security Office Nada Seklaoui, Head of Training and Development Office Hanin Daher and Head of Health Insurance Office Rima Abi Oula.
Seklaoui thanked the Human Resources Department for its “significant efforts” over the past period, underlining its “pivotal role in supporting work stability and fostering a positive environment within the institution.”
He praised the team’s achievements in “organization, recruitment, and competency development,” noting that “HR policies and procedures have undoubtedly contributed to raising overall performance levels.”
Seklaoui reaffirmed his trust in the HR team, which he considers “a key partner in achieving the institution’s objectives.”
After highlighting that one of the key reasons behind the institution’s success lies in “the common vision, the common stance and the cohesion within the team,” Seklaoui outlined major achievements, including “a 15% increase in industrial production and a revenue growth exceeding 20%.”
He also said that the Regie “has received all tobacco crops from farmers, and that a genuine relationship was established between the farmers and the Regie.”
He explained that the Regie has adopted “a permanent social policy toward tobacco- and tunbac-growing villages and towns, particularly those along the border areas,” noting that this policy has so far covered “83 towns across southern and northern Lebanon, and the Bekaa.”
He also recalled that last year’s celebration marking the Regie’s 90th anniversary was held “in a manner befitting the significance of the occasion and saw broad national participation,” and mentioned the release of a commemorative book documenting the Regie’s “journey,” the inauguration of a hybrid power plant, and the organization of the Manchar Souwar exhibition, which conveyed a vivid image of the farmers.
Seklaoui then described the effectiveness of the Anti-Trafficking Unit as “unlimited,” and affirmed that “its relationship with the Regie’s Union of Employees and Workers, as well as with tobacco farmers’ unions, is complementary.”
“We will never forget the statement of His Excellency President Joseph Aoun, who called on other institutions to follow the Regie’s example, nor the statement of Parliament Speaker Nabih Berri during the 90th anniversary celebration,” he added.
“We also deeply appreciate Prime Minister Nawaf Salam’s support, which he has shown us on several occasions.”
Addressing the employees of the Human Resources Department, Seklaoui said: “Each one of you has a real impact, and you all work hard to carry out your duties. Every effort you make reflects your commitment and professionalism and contributes to the success of the team and the institution.”
“Honoring the office heads this year is a first step toward honoring their teams,” he added. “We deeply appreciate their significant efforts, which involve additional responsibilities such as leading their teams and ensuring smooth operations. This ceremony recognizes the Regie’s models of commitment and excellence and aims to encourage everyone to continue giving and excelling, as every effort is valued and contributes to the success of the department as a whole.”
Seklaoui stressed “the importance of flexibility, professionalism, cooperation and teamwork,” and emphasized that “building trust, developing competencies (…) and taking initiative by proposing innovative solutions” are equally essential.
“The more you strengthen your skills and expand your knowledge, the more this will be reflected in the Regie’s performance.”
“True success can only be achieved through team spirit and partnership with all directorates. Each of you plays a pivotal role, and every decision you make has a direct impact on employees’ stability and success,” he noted.

As for HR Director Hassan Naja, he thanked “all those who believed that success is built on a common vision and complementary roles, transforming work into a lasting institutional process rather than a temporary individual effort, and all those who maintained the institution’s balance and growth through fairness, firmness, and constant wisdom.”
Addressing Seklaoui, he said: “We thank you today not out of courtesy, but to give credit where it is due. Your belief that the HR Department is a key partner in success and not merely a supporting department has been translated into action. Today’s ceremony reflects fair leadership, and our team would not have succeeded without your constant support, for which we are deeply grateful. We promise you to remain worthy of your trust and committed to our responsibilities.”
To conclude, he told the employees of the HR Department: “Just as stars in the sky are valued not by their size but by their light, so are you: each one of you is a star that shines in a unique way and lights our shared path. Names don’t matter when achievements speak, and titles hold no meaning without teamwork.”
Each head of office then presented the HR Department’s key milestones and accomplishments achieved during the past year.
